Remove URL and Token arguments from CacheFromGitHubActions. (#626)

Fixes #75

Arguments URL and Token have been removed but `$ACTIONS_CACHE_URL` and
`$ACTIONS_RUNTIME_TOKEN` env variables could be injected if desired.
